I am purchasing a used S3 but it is locked. I am not going to be using it with any carrier, just with Wifi. Is there an easy way to unlock a phone if I buy one used? Thank you in advance.

Perhaps I'm misunderstanding something - if you're not going to install a SIM card and activate it, why do you need to unlock it? You should be able to use it as you please just on Wi-Fi.

Oh I didn't know. I am not going to use a sim card at all - so does that mean it doesn't matter? I have an s2 right now, no plan, no contract. I just use it for wifi and nothing else, so I wanted another phone like that.

It shouldn't matter - during setup, since you won't have a SIM card installed you should be able to skip that step in the activation sequence. You can still connect to Wi-Fi and configure your Google account, etc.
