Unseen text notification

I got a replacement phone a month back and it doesn't remind me when there's an unseen text. On my old phone, if I got a text and didn't see it yet, just picking up the phone in my hand would make it pulse twice notifying me that there was an unseen message This phone doesn't do that. Is there a setting for this I'm missing?

Go to settings, my device, motions and gestures, motion and make sure smart alert is on
