prl is not just an android thing. its preferred roaming list which is layman's terms tries to ensure you have the best signal on & off network. here's some more basic info regarding PRL

I did a Google search on it and the most I could find was some guy on a Facebook EVO fan page saying it fixed some texting and calling issues. So I'm not sure we really know.

Updating the PRL has nothing to do with the OS. It's a network thing.

It's an updated list of towers that aren't own by Sprint that Sprint has contracts to use. Like new Verizon towers.
