If you are not rooted, it depends on your phone and carrier, who sends it over the air (OTA) if and when it's offered. Go to Settings-About Phone-Software update and check.

You and who have the same carrier? You mean somebody who has the update?

Root has to do with gaining deeper access to the operating system in your phone, in a way that your phone's manufacturer and cellular service carrier didn't intend except for people with special expertise. If you never heard of it, you don't want or need it. Stick with how the device works out of the box.
