I just rebooted my phone. It showed the boot up screen then it said updating all apps just like after an update.

Has anyone else seen this

Rebooting just means that you turned the phone off, then turned it on.

If you mean reset or reinstalled the ROM, updating is normal (and can take forever).

Just shut phone off and then turned it on.

Do you mean optimising all your apps? Same thing happened with different Moto devices. Not sure if it's related to some apps like the Google app or Now launcher being updated recently. Take a look at this thread.

Optimizing Apps is Back
Thank you. Yes it is saying Starting Apps then Optimizing apps. This happens no matter how I turn the phone off and on. I usually just Power Off and s few hours later turn it on

Are you running lollipop or did you never take the ota from KitKat?
Stock Lollipop. In fact I just did a factory reset and staying from scratch not Google backup. Hoping this will fix this issue and others I am having
