Upload of photos doesn't happen until I open the Photos app

When I take a photo on Pixel 3XL, if I go to my desktop pc and open photos.google.com the picture is not there until I open the Photos app on the phone. Then after I open the Photos app it starts to upload the photos from the phone to the cloud and then when it has been uploaded I can refresh the page at photos.google.com and I will see it on the desktop.

In Photos I have cellular data back up set to off - and it is grey'd out, that's fine. I want to only back up when I am on wifi. But I don't expect it to wait for me to open the Photos app for it to even start doing it.

Seems the Note4 that I had worked differently with the Photos app. But I can't exactly remember. Is Photos supposed to work this way?
 
It may not be immediate but it should automatically do without you opening the app. If you immediately take photo and then check via desktop it may not be available but should back up pretty soon. At least I don't have the issue where I have to open the app the back up photos

Are you sure you haven't disabled background data or something like that for Google photos using some app?
 
In the Photos settings Cellular Data Back Up > Photos turned ON it does backup automatically without opening the Photos app. But if it is turned OFF it does not back up without opening the Photos app.
If I have the Photos app open and go to the camera app and take a picture it does end up automatically uploading the photo to cloud where it I can see it in the cloud at photos.google.com. I don't have to switch to the app on phone to get it to do that if the app is already open in the background. But if it is not open in the background I do have to open it before it will upload to the cloud.

Not really a problem once you understand that but I think it works differently than I remember when I using a samsung phone.
