Uploading an image file from browse only permits video

If I open the camera directly there are options for still images and video.

If I click a browse button whilst on a website it gives me the options of either file or camera. If I select camera, only video is available - can't find any way to switch that and take a still image... What am I missing?

It looks like this is a bug - after numerous emails back and forth to support (yes they do answer) and pointing out that uploading a file is not the same as downloading, that a website is not an app (they couldn't find 'the app' on the store) and that it really doesn't matter WHICH website provided it has a browse button for uploading a file, they have escalated the issue
