Upper part of screen only working in lockscreen

My Galaxy S8 Plus top part of screen only works in lockscreen, but when I open it it goes unresponsive in that area

Did you drop it? Did it happen suddenly? Screen issues are usually hardware issues unfortunately. Are you still under warranty?
Guess you could try clear cache partition and/or hard reset as well.

it's software overlay.
uninstall any unwantend app.
