USB Connection greyed out?

Just got my repaired 10 back from HTC and when I plug it into computer it only charges. I dont get the pop-up. I go to USB CONNECTION in settings and all the options are greyed out.

From the manual:
On the pop-up message that asks whether to use USB for file transfers, tap Yes.
If you don't see this message, slide the Notifications panel open, tap the Use
USB for notification, and then tap File transfers.
You'll then see options for viewing or importing files on the computer screen.

Is this Sound and Notification? If so I dont see "Use USB for Notification..." or any notifications panel to slide.

I missed this phone until it showed up again...
 
I believe the charging contacts are separate from the data transfer contacts--so if the latter are damaged (either on the port or the cable), then the device won't be recognized. Have you already tried different cables? Or made sure the port is completely clear of debris?
 
Thanks. I only have the one USB C cable that came with the phone and it worked fine before the phone was repaired and hadnt been used since. I checked the port and i didnt see any issues there either. I spent a long time with support, did the dreaded reset and all and still no good. There is a second issue in that when they fixed the screen I now have light bleeding through the bottom so back to HTC for them to fix both issues. UGH! Did someone say Pixel (Nexus)? LOL
