USB debugging enabled, can't disable it.

I have LG G4 and android 6.0

1. I enabled the developer options, because an app needed to have usb debugging enabled. It was fine for a while, but I decided that I don't need the app **Removed by Moderator** so I uninstalled it. But now I can't make any changes to developer options nor disable them. Any changes I make in that window reset and when I go back there everything is as before any attempted changes.

2. Along this problem my phone no longer recognises USB connection with the PC. The cable I use has worked before so it shouldn't be a problem with it. The thing is that in the drop down menu it automatically chooses the option for usb charging and even though I get other options as MTP and PTP I can't select them anymore. They're not greyed out they're just unresponsive

3.In settings tethering options the USB tethering option has completely disappeared, it's just not there anymore.

I'm new to the smartphone world, so any help appreciated.

It seems like the app may have installed additional software that is not deleted when you uninstall the app. Perform a factory reset and format the SD card(s) to be safe. Boot back up and see if your problem is fixed - backup data first.
 
Thanks very much for the response! But how could I do a backup if I can't connect to my PC via USB?
 
The simplest way for you to make a backup is to use the LG Backup utility that's loaded on your phone. Open SETTINGS, and select BACKUP AND RESET. Then find LG BACKUP. Select BACKUP AND RESTORE, then BACKUP DATA. On the next screen, choose to backup to your SD card. After your factory data reset (FDR), go back to LG BACKUP and select RESTORE FROM BACKUP. In any event, I don't know that I'd be in any rush to restore from a backup. If the issue is corrupted data and not something with the OS, it is possible that you may backup and restore that bad data onto a clean device. Then you're right back where you started.

Another option for you to consider before wiping the device, which is what the FDR will do, is to reset the device to its default settings. Look for SETTINGS/BACKUP AND RESET/RESET SETTINGS. This is the selection below the FDR. It will restore your default system settings, but should not delete any of your apps or data. You will lose your customization (ringtones, wallpaper selections, home screen layouts, etc) but you won't lose any of those files so long as you have them on your SD card or on a network storage. This will help you to isolate the problem to just a setting out of position. If it works, all you have to do is reselect your ringtones and such. If it does not, you're out nothing but three minutes of your time and you can still do the FDR as suggested above.
 
Unfortunately under "Reset" the only options I have is the FDR and "Network settings reset", so I'm just going to have to try the FDR. I will report back with the results.
