USB Debugging Icon while not plugged in

Starting yesterday, the USB Debugging Icon, at least that's what it appears to be, is stuck in my notification bar. It isn't the backup assistant Icon, as that appears and then goes away on the top left hand side. My phone insn't plugged in, and I have tried rebooting the phone several times. When it comes back on, it's not there at first, but takes about 45 seconds to appear again.. I've tried deleting recent apps, but that's as far as I can figure out.. I've also checked and made sure USB Debugging was turned off as well, and tried clicking it, resetting, and unclicking it. So I don't think that's actually what the icon is. Any ideas?
 
It's the two little arrows that create a circle. Same icon as USB Debugging, and Verizons Backup Service.

If it is the Debugging app it would show under the status bar when its pulled down, is there any information on the status bar when you pull it down?
 
Perhaps it is for Google.. I know it's not for Backup Assistant, as I've tried initiating that, and it shows up in the left side, and then goes away when it's done. This one is on the right side, right where the USB Debugging one normally goes

Whenever I've had Debugging enabled on my phone while plugged into my computer, it just looked like the little arrow circle icon
 
Here is information for onscreen icons from manual:

The icon could be Debugging, if the icon is debugging, try turning the feature off under Settings > Applications > Development > USB Debugging uncheck and see what happens to icon.
 
Well I plugged it into my computer, and for the first time, it actually showed the little debugging icon above instead of the little arrow circle, and it made the icon that was stuck there go away. Thanks for all your help!

I had a similar issue last week, but the debugging icon would either be static in my notification bar even though the phone wasn't plugged in to anything, or it would flash on and off constantly complete with the audio indication.

NOW, neither the phone or any of my computers recognize each other save from the battery charging, no matter which usb set-up I select on the phone. It's super frustrating, and I suspect a hardware issue in the phone.

If anyone can help, please advise...and with all do respect I know what the debugging icon looks like and I know how to toggle ALL of the USB modes, so if you have any insight beyond those suggestions I'd be truly greatful!
