●My AT&T, Android 5.0, fat32, Galaxy note 3 is NOT recognizing flash drives or any other USB drives. Also the Note 3 itself is not being recognized by PC's.
On a positive side, USB debugging is allowed, there is a check in the box, and I am having no promlems charging the battery via the USB port

Assuming that you're using an OTG cable or adapter to see the flash drives or USB drives, the USB connector has to be resoldered or replaced. There are 2 wires for charging and 2 others for communications. Evidently one or both of those second ones aren't connected.
