Use Kindle offline on Android phone

I want to know if I can upload a Kindle book directly from my Windows computer to my Android phone and then read it on the phone without incurring data charges. Thank you.

Yes. The only charge would be downloading the book, and since it's already downloaded, there are no further charges (unless you tap a link in the book when it's in the Kindle).
