Used One M9 Verizon Issues

I am thinking of purchasing a M9 on ebay and apparently the seller is telling me that when the plug it in to charge it turns on and off a few times before beginning to charge. I was wondering if I could resolve this issue and if it would be worth it to purchase it or should I pass on this one??

IF it was me i would pass on it. Sounds like it may have a hardware issue.

What's the most you recommend to pay on an M9 ??

IF it was me i would not pay more then about 250. But thats going off the top of my head. I have not researched what they are going for in a few months.
