Used phone without plan always in roaming?

Hey, I'm kind of late to the smartphone game but I just bought a couple of dinc2 phones off craigslist to use on Page Plus. Neither phone currently has a plan because I wanted to test them out before making the switch. Anyway, one concern is that one of the phones is always showing the roaming icon above the signal indicator no matter where I am. For comparison, I currently have an LG VX5500 (flip phone) on Verizon and it is never in roaming in my area. I've seen that you can do *228 and pick option 2 to update the roaming but it always says unsuccessful (probably because I don't have service). Anyway, should I be worried that this phone isn't working right or will the roaming issue "fix itself" once it's activate with service?? Also, I plan to install CM7 on the phone, should I wait and do that after activating it on Page Plus or does it matter?

Just in case it helps anyone else out... I went ahead and activated the phone. During activation (usnig *22890), I got messages about several things being programmed (including the PRL). That seemed to fix the roaming issue. The phone is not roaming anymore.
