1. What should I use to activate my PC external disks to use files from these devices on to a Tablet?
and the SN4?

2 In the production of audio and video segments for radio and video distribution.
What is the best device to create-distribute
I want to make these on-the-go in locations is the Sammy 4 a gooer for this purpose?

Well you need a MicroUSB which should come with your new Galaxy S4...you can connect the S4 to your PC, and if you have your external drive connected to your PC, you can acces the files from "My Computer" on Windows, and should be able to transfer them. You should see the Galaxy S4 as a drive on "My Computer"

I want to make these on-the-go in different locations, is the Samsung S4 a good one for this purpose?

I'm sure there are audio recording apps which you would be able to use on your phone for creating audio and video segments
For audio, you can find professional audio recording apps which you can use.
For video, you can use the 13MP camera to record videos on the go and send files to Dropbox or email them to yourself

Just use Dropbox for transfering files too, especially over WiFi
