Verizon Motorola Droid Turbo When do the capacitive buttons light up?

Haven't had them for sometime and can't remember when they light up. I don't think I have seen my light up yet. is it just when it's dark out?

Mine have been intermittently going off and on and I'm wondering if there is an issue.

This is my biggest annoyance! It's too bright for too long at the worst times. While watching a video I don't want these buttons lit up! Please Motorola fix this.
