I can get a new 4G Motorola XOOM on the LTE network for $199 but a certified refurb on 3G for $399.

Does anyone there even look at this stuff? Why does Costco have a $49 2 year upgrade to VZ but the VZ site is still $249?
 
I don't know. Maybe it's similar to wirefly. Check out there site for their explanation on why their prices are so low. It makes sense in a weird way.

No money is made on the phones. Carriers are paid by the contracts. I sold wireless. Might get a spiff on some phones but the money is made on contracts and upgrades
