Very high headphone volume?

Listening to music (mostly Google play) through wired headphones is very loud, and even the lowest volume setting is too loud for some situations. This is especially bad when I use headphones that are loud by themselves. I actually can't even use them, it's so loud. I've tried going into the equalizer settings, but I cannot manually lower/change anything... Has anyone else experienced this or found a fix?
EDIT: In case anyone's wondering I'm using the apple ear buds. The ones that are simply too loud to use are the JVC xtreme xplosives.

I definitely haven't experienced this. I'd say I usually listen to mine at about 60%
