View CPU usage with no root on Android 8.0 Oreo, and possibly newer versions.

So yeah, as many of you know some genius at Google thought it would be a sweet idea to block non-rooted users from viewing the CPU usage. Well, yesterday I had a moment of nostalgia and decided to install the oldest version of CPU-Z that I could find online. Everything went as planned until I got slammed in the face by an unexpected surprise: CPU-Z 1.0.1 could see the CPU usage! Although, honestly, it is showing high numbers that I know are not true because my phone is functioning and performing as good as ever and there are no rogue battery draining apps (and my phone is NOT heating up like it does under high load). Anyways, I wonder how I get any reading when modern versions of CPU-Z and all other modern apps cannot see the CPU usage at all.
