I downloaded DVD Catalyst 4, thinking that it would help solve my conversion problem - make the movie resolution actually fit the screen, 960x540. but no, as soon as I start the process, the resolution drops to 704x288.

can anyone explain this to me?

The resolution of the Bionic is larger than that of your source video. While it is possible to "upscale" the video to a higher resolution, it will not improve quality, it will actually reduce quality, so by default, DVD Catalyst 4 keeps the video at its original resolution.
