I have an lg viper I am trying to change the meid for with QXDM but it keeps coming up with this error

Now for some reason the phone can be accessed on 2 com ports. Com port 4 and com port 5. I was able to program com port 5 for the correct meid but com 5 is coming up with the above response. Com 5 still has the old esn and I tried to make a call with the phone but even though it shows the esn is correct on the phone it is not recognized so this esn still needs changed.
Anyone have any idea how to fix this? I am going crazy.
