Voice Action puts the TO into the message

I am trying to use the Voice Action to send a text message. I say, "Send Text to (my contact) followed by a pause and then my message. It comes up with nothing in the "To" Box and then the name and message all under the "message".

I have read of other people with this same problem and no solutions has been offered that work. A lot of people say it works perfectly for them and others like me it doesn't.

Has anyone heard of a fix for this? Is it something that might be addressed in an update? Why it works for some and not others is a mystery.
