Voice commands

Is there a feature on the Thunderbolt like the Motorola's 'Voice Commands' app on the Droid X? So I don't have to be connected to wifi to use voice search?

Besides, the 'Voice Commands' app recognizes my voice perfectly. The Google voice search? None of the time.
