Voice Notifications lost after KitKat upgrade?

I use the Voice Notifications while I am driving to get my texts read to me, but since the OTA it hasn't been working. It does work for phone calls, but not not SMS. Anyone else?

I am getting frustrated with this. I really like this feature when driving. It worked fine before Kit Kat. Then after the update, it didn't work. So I powered down the phone and next day powered up and it worked. Now it doesn't work again. Not sure what the problem is. Seems like people are mentioning abut doing a factory reset, seems to clear up little glitches.
