Voice over Wi-Fi - location services

Everytime I connect to voice over Wi-Fi, location services automatically gets turned on. Is there a way to permanently disable this?

Other than by disabling Wi-Fi Calling, I really doubt there is.

I understand the purpose of activating location services but still wish there was a way to disable it permanently.
