Question Voicemail static

I get several calls per day that are not from my contact list. Mostly spammers and scammers. I don't answer them and later check if the number has ever called before. Almost always a single use, meaning throw-away numbers so blocking them is useless. However, some leave voicemail. I listen to the voicemail to decide if I want anything to do with them. Sometimes the voicemail is about 1 second of static. What does that mean? I suspect the telemarketer didn't know what to do when voicemail came up. Or perhaps something was wrong with the connection. What do you think? Am I missing possibly important vm due to bad connections? Thanks.

My guess is that it's some artifact from an automated message system.
