I find in certain scenarios the volume is too low. Is there an app or a setting I can adjust or install that will increase volume?
 
I do too. Especially after listening to music my phone volume stays stuck to media volume when using the rocker instead of diverting back to ringer volume after closing out the music/media.

It doesn't go back to ringer volume and can thus be too low to hear calls come in.
 
You didn't mention what circumstances, but, have you looked at...

Menu | Settings | Sound | Volume?

I keep my Media and Alarm about 7/8ths, let the Ringtone go where I put it with the outside rocker and my notification is at about half. However, I'm not a lover of loud sounds, except when needed - like on media sometimes.

Volume Boost ($2) seems to work a little bit, but it also removes your SRS and equalizer settings when in use. I tried out the 7-day trial but ultimately decided not to buy it for that reason. But give it a try and see what you think. I believe there's better options if you're rooted.
 
There's a few apps out there that will give you easier access to all of the various volume settings. I use Quick Settings for quick access to a lot of additional settings. The volume volume control panel allows you to easily adjust all six volume settings (ringer, notification, media, alarm, voice call, and system volume). It's better than the less robust 'quick settings' in the tabbed notification panel that will be built into Gingerbread/Sense update that is coming.

Is Quick Settings a separate app that you downloaded and installed?
