ok just tested both calling and messages again. I don't use message+ aka numbersyncing that often so I had to retest the functions.
My phone is disconnected to my watch.
On my watch, I turned on cellular radio. I went to advance settings and turned on accounts and watch shares phone number for calls and text on.
I have good service for both my Smartphone and Watch at work. With my phone on but not connected via bluetooth, I was able to get phone calls and text message notifications that my phone receive to my watch. With my phone off, I was able to call and receive calls using my smartphone number but not receive text or notification.
So you should be able to make and take calls. Also, get/send text and notifications should work if your smartphone is on with a data connection without the need to have the watch connected.
