My international HOX came with an App called HTC Hub.

It offers Wallpapers, Sound sets as well as Free apps (you can find he same apps in the market).

Yes At least that big.

When looking at a picture and setting it as wall paper, it will pop up a template that you can stretch over the picture, and it will select the area to be used as the wall paper.

Wider than the screen is better, because then it will scroll as you flick from page to page.
