Warning popping up fullscreen about a virus after linking to a news link

What should I do when I connect to an internet news weblink and get a popup fullpage warning about a virus from China in the process of degrading my phone in 1 minute and ultimately destroying my phone's SIM card. I turned off my phone when I got that message last night directing to do a download

Welcome to Android Central! It's a bogus scareware popup ad associated with the website. Never tap any links in popups like that. I would avoid that website in the future.
