weird issue when I turn on wi-fi

I have noticed that when I turn wi-fi on my phone never seems to go above 2 bars on the signal indicator. It will go from display 4 full bars to 2 constantly.

Is this normal?

I have noticed the same thing

i have always just assumed that the transmitter powers down to save batt. sine the cell signal isn't needed untill a phone call is made or received
