Weird task bar icon not in manual?

I just got my Samsung S4 yesterday and have all of these icons in the top bar. Most of them are in online manual, so I know what they mean now. However, there is one that stumps me. It looks like a small conversation bubble with the " symbol inside. Anyone know what this is?
