Weird too many SMS notification after jelly bean update

So I just started seeing this today, but after texting a while all of a sudden I got a notification saying that the messaging app is sending out a lot of texts. Now every text I send is met with this weird notification and I have to allow it every time. Is there a setting to turn this off? Has anyone seen this in their phones too?

Try going in settings and seeing if you have delivery reports turned on.

This is an issue with the Jelly Bean upgrade and is very annoying. Does anyone know if Google is working to fix this problem?

I am not in the messaging app much, but i dont see this at all when i am in it.
