Is there any way of preventing a thief from doing a hard reset/factory reset, and wiping out all the anti-theft apps? Or to put the question another way, even if a thief does that, is there still some way of tracing your device?

Take a look at the Android Device Manager: https://www.google.com/android/devicemanager

If the device is not connected to a data source it will not show. However, once it is, you'll be able to see where's it's located until it's factory reset. However, to prevent your data from being obtained/viewed, you can remotely wipe it. Other apps and services provide this feature if you want to consider an alternative.
