What are they doing during these NV upgrades?

This isn't really another thread about how slow the network has gotten, but as to why.

I'm in an area where I got respectable 3G speeds usually 1.25-1.5 Mbps all the time. Now, like most others it seems, I'm down in the 250 Kbps range or slower making it borderline useless. I've heard some complain it's capacity, but I get the same results at 4 am and 6 pm, so that doesn't seem to be it.

So what is it that they're doing that allow data to be available, but just dreadfully slow? Are they swapping out routers or something at the head end somewhere diminishing the overall bandwidth available? Are they capping individual users to that everyone gets some data, regardless of how slow?

Thanks to WiFi I can wait it out and will have LTE soon. I'm just curious as to what is actually taking place behind the scenes.
