What could be preventing accessibility to my apps?

I was trying to give a new app accessibility and when I did it said "an app is obscuring a permissions request, settings can't verify your response". I tried disabling the security master because maybe it was blocking it and now it's stuck off too. What could be blocking it?

Are you using a screen filter, like Twilight?
