What do I do if my galaxy s4 has locked me out without having a samsung account set up?

I just went to log into my phone and it would not let me put my password in finally it reset my whole phone. However it says "This phone is locked because of an abnormal factory reset. Sign in to the Samsung account that was previously used on this phone to confirm that is belongs to you." But I have never set up an Samsung account I have contacted best buy who I bought the phone from about a year ago along with contacting samsungs service providers. I do not have a clue where to go from here. This is on a Samsung Galaxy s4
