What effect does power saving mode have on the phone

Since I bought the phone I have had power saving mode enabled. When it comes to paying games like need for speed, what am I missing out on with power saving mode enabled? It seems to be running fine with it enabled.

It's supposed to limit the processing power of the CPU but on my phone (GS4) it had no effect whatsoever on the performance. Didn't even affect the battery drain, if you're paranoid though, might still want to leave it on
