What going on with my screen?

Notification bar of my s8 plus is not swiping down but it is when it's locked....and I did a cache partition wipe,yet still it's not fixed.
Do I have to replace the screen?

I'm having the same problem. It doesn't swipe down in safe mode. It woul swipe down if I turn the phone sideways. I did a touch screen test and when this is happening the top of the screen doesn't has any touch sensitivity. The phone would be like this for couple days

Also the phone would sometimes freeze up until I press the power button then sign back in.
