What is cell broadcast?

Oh, wait, you're talking about emergency (mostly) broadcast messages. Like, Amber Alerts, Disaster Alerts, Extreme Threat Alerts, etc.

Disable or not as you please. Personally, I disable all but Extreme Threat; you will too, the first time your phone starts blaring at 3:00 AM (it's downright frightening, believe me!) to let you know that a snowstorm is coming your way.

As N4Newbie suggested, it is an app that allows you to configure Cell Broadcast, which is used in the US (and I think only there) to send emergency alerts to users on the major cell phone networks. If you don't live in the US, it doesn't do anything for you at all. When you open the app, it shows you a page that would presumably show you any current and past alert messages that were sent to your phone. There's a settings menu that allows you to switch alerts on and off and configure a few more things. Your carrier should have information on how to configure emergency alerts, if you choose to receive them.
