It is labeled 'Talk' on the Droid, if you have any contacts in your gmail account that you chat with they will show up.

A chat program within your Gmail account. Not unlike AIM, Skype or Yahoo Msgr.

You CAN use it on your Droid, it's an app listed as "Talk".
