What is "receive incoming calls" option?

I noticed if you open the dialer, then tap on the 3 dotted icons in the top, then go to settings > call settings > calling accounts, there is an option which says:

Receive Incoming Calls (uses more battery)

what the heck is that? does it mean that if it's not checked that I won't be receiving calls or something?

Some of my friends told me the other day that they tried calling me the whole day and my phone was switched off, although I am receiving calls from other mobile phones or landlines so I'm not sure...
 
It has to do with VoIP services. You can tell your phone to monitor for incoming calls, but since that requires a process to stay running at all times it isn't very battery-friendly. If you don't use a web calling service separate from your SIM carrier, the setting doesn't do anything.
