What is Sec.Abt on my samsung galaxy note3

Well I always try to go quick into another app and that always pop up instead it is stopped I don't know what to do from there I went and everything to see if I can cut it off I tried to disable it and install it and it installs itself back on to it how can I get that off of my Samsung Galaxy Note 3

Welcome to Android Central! From what I can find, it's device management software installed by rental agencies that rent phones out (like Rent-A-Center): https://forum.xda-developers.com/an...-galaxy-s5-t3070877/post60947218#post60947218. Your phone was probably a rental at some point, and the rental agency never properly took that software off.
