What is taking up my missing storage?

i have set up new nexus 6 p by loading backed up nexus 7 both show about 3.5 gb used why does 6pp show used 3.5 gb of 53gb on my 64 gb phone yet the 7 shows used 3.5 GB of 26 gb ? ie 6 gb v 9 gb of missing space

Each device has some storage filled by the OS and pre-installed apps when bought new, so the free storage will always be less than the advertised maximum storage. That applies to all devices.
