What is the cost of an unlocked HTC 10?

I would like to purchase an unlocked HTC 10 when they come out. Is the cost higher for an unlocked phone or would it be more cost effective to purchase the phone locked and unlocked it after?

Retail price in the US is $699.99.

And I'll add there's a $100 off coupon available making the price before taxes $599.99 since people will come in here and correct me saying $599.99 is the real price.
