What is the least inexpensive smart phone that I buy to learn Android?

I would like to learn how program with Android and to create Apps, but at the moment I can't afford much, and I am looking for the most inexpensive smart phone that I can use to test apps I create as a beginner.

Can anyone help me out with a recommendation, because I don't know where to start!

You can find lot's of cool stuff on e-bay, I just bought a phone (it cost 50€) to play with it, and I'm thinking in buy another smartphone, a used (and cheaper) to play "harder" with him. One of the coolest things about android is the huge variaty of prices.
