what is Wattage spec for plug-in wall (fast) charger? 15w or 25w

What is the correct Wattage specification for a plug-in wall (fast) charger? 15 watts? 25 watts?

Samsung's Fast Charge specification is rated at 9V and 1.67A, so that's 15.03W.

On 'normal' charge for the stock charger is 5V and 2A, so 10W for that one.
