What is wrong

As I am using Google Maps and Spotify I am unable to make a phone call. Also, while talking on the phone and have Maps open for directions, I am unable to run Spotify, or anything to that extent. It is like my phone is limited to 2 apps running at one time. Is there any way I can fix this?

Carrier? (I believe Sprint [herefore, any of its MVNOs, like Boost] still has a problem with VoLTE.)

Do you have developer options enabled? There is a setting to limit the number of running apps in the background.
