What makes the Moto X4 a better buy than the Moto G5(S) Plus?

Is it the classy metal and glass build? Slightly more powerful processor (Snapdragon 630 vs Snapdragon 625)?

Honestly why would I pick the X4 over the cheaper and still capable G5 Plus or G5S Plus?

Exactly. Also, it all depends on personal preferences.

Moto X4. Better SoC and camera, IP68, new features, glass back, smaller size, Android One ...

Moto G5S+. Cheaper, bigger screen, metal back, more RAM and storage (in some markets) ...

For me the best option is the G5S+, which I own, but for some people the X4 would be a 'better' phone/option.
